Forgot to send Advisory on Marriage for Philippines

Hi. I realized recently that I didn't include the AOM with my application.
The application is now in CEM. Should I send the AOM now or wait to be asked by the VO?
I would think sending it now could avoid some future delay since I expect they will ask for AOM before requesting my passport.
Otherwise I could just wait until they request my passport and send them both together.

What do people think?

The PPR's from CEM seem to be coming out much further in advance of application approval than before. I would wait for the request and submit them both together.
