hi please help me. my sister applied for a visitor visa but she forgot to disclose her previous refusal from usa. now she got her passport with a notice that indicates she did not did not disclose her prevous refusal. but they gave her a chance for 30 days to represent her reason about this matter. please tell me what she can do?

Tell the truth. That's the only option at this point in time. She is looking at a possibility of a 5 years ban for misrepresentation..

or is it better just to say forgot to tell.

She needs to tell the truth, not give whatever answer she thinks sounds best. Know that there is little chance of IRCC accepting her explanation either way. She should expect refusal and probably a 5 year ban.

Unfortunately, IRCC doesn’t see it as a small mistake and in fact considers it one of the more serious offences. The forms clearly ask if you have ever been refused a visa from Canada or any other country. However she responds, it needs to be an honest (if they feel she is lying again, it just makes it worse) answer that will satisfy them it was an oversight. Most, if not all people don’t forget they had a visa refusal.
