Hello all,

I've noticed on this forum that lots of people from Pakistan have been experiencing delays with regard to their Study Permit applications. I spoke to someone at Gerry's FedEx in Islamabad, who told me that delays are mostly attributable to the CHC's security checks.

I wrote an e-mail to the FBI's Criminal Justice Information Services (CJIS) Division at liaison@leo.gov, to ask them whether someone can order an FBI background check/clearance certificate even if they have never lived, studied or worked in the United States. The FBI wrote back to me to say that they can run background checks on anyone anywhere in the world, US citizens and non-citizens both. The background check costs $18, and takes 4-6 weeks to complete. It may take a bit longer as well for them to send the certificate back to you if you are having it mailed to you in Pakistan by first-class mail. (I had them mail it to a friend of mine in the US, who sent it to me in Islamabad via FedEx.)

Overlooking for the moment the somewhat scary implications of the FBI's worldwide intelligence capabilities -- Big Brother is watching us all ;-) -- the point is, even though it is strictly speaking not compulsory to get this background check done unless you have studied/lived/worked in the US for over 6 months since the age of 18 (as per the CHC's guidelines on their website), it surely cannot hurt anyone's application to get it done and send it to the CHC, especially us Pakistanis. There is no better security clearance in today's world than one that comes from the FBI -- if you are not on any FBI terror watchlist and have no criminal record, you are surely no threat to Canada.

So I would suggest that people applying for Study Permits from Pakistan consider getting the FBI background check done if possible, as it might just reduce the processing time for your application and make life a bit easier for the CHC as well.

You can read the details of the procedure to apply for the background check and download the corresponding forms here:

Malik, no you don't have to submit the FBI check.
