When my wife receives her permission to land in Canada, we'd like to do some travelling, within a month of landing. She won't likely have received her PR card.

I assume the airlines won't give her any problems, since she won't be entering a different country. Is this correct?

Yes, you don't need a PR card to fly in Canada.

As PMM said, no Pr card but you will need some form of ID.
