Flagpoling for OWP extension

Kindly advise what is the easiest way to solve the problem.

Friend of mine is going through inland sponsorship-under the Spouse or Common-Law Partner in-Canada Class.
They applied in 2014 and had an interview in January 2016.
In September 2016 he was asked to redo medical and submit a police report.
Since then nothing happens.
He has OWP that will expire soon. In order to proceed with OWP extension he thinks to do flagpoling.
In my opinion it might be risky for him to do it at the border and it is better to do it online.

Any advise is really appreciated.

Tell him to just apply for an extension by mail (or online if that's an option, not sure). Don't go to the border, it's too risky because you never know what officer you'll get. Some are a-holes.
