Flagpoling at Windsor

I am wanting to activate my PR by flagpoling at Windsor and I have a few questions:

• Are there any restrictions on when I can do that?
• If not could I take a via rail train to Windsor and walk across and then activate it that way or do I need to have a car?
• If I do need a car could I rent one from say Enterprise and use that or would it have to be a private car?
• Would I need to apply for a ESTA visa (it's no big deal if I do)?
