Hi, is it a must to apply EE first before going to PNP?

You have to have an EE profile first as some provinces (Alberta, PEI, Ontario) select directly from the EE pool. Some also requires you to complete expression of interest with your EE information based on which they select candidates. So yes having EE profile is the first step.
