First RAMQ card without photo. How can I get a cardwith photo?

Hi, I just moved to Quebec from Ontario.
I'm applying citizenship next month and I need two pieces of ID(Passport and something else). I don't have a driving license.
I'm trying to get Quebec health insurance with photo on it, but when I just applied, I got an email says "There will be no photo or signature on this card."

How can I get a RAMQ card with photo?

Your first RAMQ card is likely valid for a year. For the next card you`ll be asked to provide a photo.

You get the card with a photo after one year of the card with no photo.
