first application refused in a week but for 2nd application 40 days passed but not result

Dear sir, i applied first tourist visa from lahore online and got refusal in a week but now i apply again on 9th july and more than 4o days pass but not any update in my application .my eligibility and back ground check started 14 july and more than 30 days passed but not any update . is this good sign for my 2nd application or bad.

The delay might be due to the number of applications being processed. https://www.canada.ca/en/immigratio...vices/application/check-processing-times.html gives the number of estimated days, but still dependent on the applications being processed.
