Request you to please consider the following :-
1) Please accept FBI Police certificate from FBI authorized and approved channelers

Actually, this is something I am curious about, too- if FBI rejects my fingerprint card, do I get a second extension from CIC for my application? How does that go?

On official cic website (http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp) regarding the mandatory medical report they said "In exceptional circumstances, CIC may accept proof that a medical appointment is scheduled; or a letter of explanation of best efforts. However, these are not a guarantee of acceptance."

However, this is completely up to your decision. If you wait for 4 months, you definitely miss your ITA at hand. However, you can wait for a Feb/March ITA which gives you additional time to wait the FBI certificate. If you instead submit your PR before 16th Feb with a letter of explanation for FBI certificate, you also risk being rejected as being incomplete (fees should be fully refunded though), meanwhile you may be lucky to get through and get your PR several months earlier. Then scan the receipt and the fingerprint card with a short cover and upload it in cic website. In the letter say what happened and that you have included the proof that you have applied.
Then wait until the last week and submit your application.
It takes them minimum 1 month to open your application and ask for FBI check. You also have almost half a month here and they give you 2 months.
Hopefully you'll get it by then.

Also send the application package with the fastest mail and if you are inside the states, send a state police record and an FBI channeller report. These will help.

Any update on this?

My wife had sent 5 fingerprint card over the past 5 months and ALL of them were rejected! FBI does not allow a name based check and wants us to keep sending fingerprint cards.

We really have a low confidence that we will ever be able to get FBI PCC with fingerprints as my wife has poor fingerprint details.

Does anyone know, if CIC offers an alternative for those who constantly get rejected by the FBI? Would they accept local police report or anything like that in the US?

This is outrageous man! I have sent my wife's prints two months back ..i don't think it will be accepted as she has no print left .. CIC has to do something about it. FBI PCC is a nightmare

I don't know and would really appreciate if anyone had a similar experience. 5 fingerprints rejected so far, and it looks like they will be rejected forever! I wonder, if I prove this many rejection would CIC give us an alternative (such as local and state police report) ?

Dear Friends, I am in very frustrating situation and asking for your guidance. My CRS score is 469 (it was 474 till august :(). I have received ITA twice last year but could not submit documents because my wife's FBI pcc request got rejected due to "poor fingerprint" quality. We have tried another time recently and unfortunately the result remained same. It seems her finger has very weak ridges. In the meantime she managed to get Study permit from Canada using the state clearance instead of FBI.
She is in Canada now and recently tried for FBI pcc for 3rd time. However, this time she contacted an Ottawa based company named "Reliability Screening" (http://reliabilityscreening.ca/international/ ) and the company took her digital fingerprint. Within 24 hours she got soft copy her FBI PCC!!!!!!!! They took CAD 200 for the service.
Now my question is how it is possible to get result like this???? My wife is not even American citizen then how can a third party can process so fast? Is it a scam???????????????? Should I use it while submitting the doc with a LOE explaining how I get this or just submit it without saying anything? or do NOT use it at all??????
I am soooo confused! Please help. :'( :'( :'(

There are some good suggestions in this thread which should be useful for you.

In my case, when I sent the fingerprints to FBI, I scanned the courier receipt as I was aware of the long processing times. I included this in my application with an explanation stating the dates when I applied for the FBI clearance and indicated the processing times based on their website. CIC is aware of this, so as long as you notify them of your situation you should receive an extension.

Additionally, I would suggest getting the finger prints done at your local police station. That's what I did and the finger print specialist was very nice. He was having trouble getting my prints done on their computer system and asked me what they were for, I told him for FBI and explained that it was a requirement for immigration. He laughed and said these will probably come back unfortunately. So, I explained to him that it takes them 3 months to process it and them coming back rejected isn't an option. On hearing that, the specialist took my prints 3-4 times, tried to get them in passing ranges according to their computer system. Needless to say this was helpful, and my prints were cleared by FBI.

So wherever you get your prints done (I would advise, the local police station, just because they are knowledgeable of how FBI processes these things), make sure you let them know what these are for, and in your case how they were rejected. As the officer explained it to me, it's a bigger issue for non-criminals than it is for criminals, because they need your proper high quality prints to run it through their database to be able to guarantee that you don't have any prior charges. Whereas if you did have a charge, then just by putting in your personal details, they could find that.

I just saw this thread and want to share my experience in case it may help someone with FBI fingerprints issues in the future.

My first fingerprint was rejected by FBI by low quality. I took them at a local police station. I got to know the result after CIC has extended my documentation submission due date (In the LOE to CIC, I have attached all mailing receipts and etc. and explained the long processing time of FBI). After I got to know the result, I immediately took another several sets of fingerprints from two different police stations. One of it actually was the police headquarter of my city. The lady who did my fingerprints was really nice and she advised to meet with a dermatologist since my skin was really dry and had crackings. She also issued me a letter to FBI indicating that these were the best fingerprints they could obtain. I sent all sets of fingerprints to FBI with the letter. Since the crazy long processing time of FBI, of course I could not meet the second due date given by CIC. So I ordered local police reports from states where I have lived instead(fortunately they didn't require fingerprints for that!). Just before the due date, I uploaded the police reports from states, a prescription from dermatologist, the communications with FBI and LOE to MyCIC. There was no change in MyCIC after submission. Another two months after the second due date, I finally received my FBI PCC. Then I sent them to CIC. Fortunately, there seemed to be no delay in my application.

Hope this could help someone who has the same issues.

Hi I am wondering, have you got your permanent card? Does CIC accept state and local police clearance instead of the FBI report to process the application? I am having a same situation as you. I have tried three times to get the FBI report but all my finger prints card was rejected due to low quality.
