financial supports for parents sponsorship

Hello.
I have some questions regarding to parents sponsorship so hope someone can answer me.
Thank you in advance.

1. I got my PR last year ( been 13 months to be exact), When is earliest time I can submit parents application?

2. Can my sister and I be a sponsor for them (both married and PR)?
ex: get her write a letter that she would support them in Canada etc.

3. if my parents have enough fund to support themselves for rest of their lives in Canada (can prove too), can we submit their application now?
or still have to wait some time ?

Earliest is as soon as you can show 3 years of Canadian tax returns meeting LICO for your family size.
Or if living in Quebec where I think only 1 year tax return is required.

No, just 1 of you can sponsor. Only a spouse can be co-signer to add their Canadian income.

Parents income is irrelevant. Only income of sponsor & co-signer matters.
