Finally linked my application - why is it saying no documents needed?

I linked it after getting mail saying they want PCC and BackgroundA forms for my partner and I , however after a few days of trying I finally linked it to my account but its not letting me submit anything. Is there a waiting period after a successful link? I can confirm the application number is correct :/

the PCC and SChedule A are for the APPLICANT only. The sponsor does not supply these things.

Are you signing in as the applicant or sponsor? Since it's not needed for the sponsor, i'm guessing it will only allow the applicant to upload the forms.

I am the applicant. And it says that all family members must do this form, I was under the assumption my partner is considered a family member?
