Is it possible to know the final decision before collecting passport? I mean if application is approved or refused ? By linking it to online account?

No, it is not possible.

Yes. You can check the final decision by linking your paper application to your online account.

When a decision is made you will either get an 'Approved and closed' update (after the passport is despatched).... or a 'Refused' update
