If the NOC you used are not on the ministerial list then you don't have much chance if you appeal.

I will suggest you re-apply but look closely at the 38No list to locate the one closely related to your experience.

Pasi, do they have an e-mail ID? Try that route. With SFO also, I faced the same problem but learnt later that they were really swamped. I sent them an e-mail and they are pretty responsive. They replied me at 9:30PM at night (several hours after close of business). Several other occassions, even the Vice Consul replied on Saturday (non-working day) and even they called at after office hours. But, till the last I never could reach them on phone.
 
I found an email id few weeks back and sent them an email. But never got a response. Thats the reason I thought I should try contacting them through phone. Let me try again.
 
Guys, do you think the NS guys have gone to sleep. How come there are no updates since the past 2 days (it's almost COB at NS now). Prospective or S.A. should have heard something by now. This is giving me the creeps (same as nz2ca).

Just wondering, have you reviewed your full application already?. As my application was received on Sept 28 also but got back as I wrote my Visa office wrong. I've received it almost one week ago.
 
Yesssssssssss......at the end I also got AOR ...your guess were right garian4u.....now I am planing to send my documents..I have done almost every thing except police certificate from Lodon coz. I had been london for 18 Months...

Wonderful news. Congrats S.A. Seems in the excitement you wrote of receiving the AOR 5 years back :-) All the best for next steps. But, do keep us updated.
