I had my fingerprints done at a printing/ copy business and the lady just had me press my fingers each to the card, not roll from nail to nail. Is this correct?
 
you have to have both. There is a form you can download from the fbi website that you can take with you to have them redone (I'm assuming you're in the US?)

I agree with plumosa. The man who did mine at the sheriff's office did both.

If you download the pdf, I recommend printing it on card stock paper. I was told that regular printer paper will not hold the ink very well and your prints will likely be too low quality to be read. Better to get and use the actual card from a sheriff's office, local prison intake facility or from a fingerprinting business. Read (and/or print for the officer) the required instructions too, so you know you are getting what you need. It's a hand print (not full hand just all the fingers in one print) and rolled individual digits. They can be scanned as well; they do not have to be "inked." But either way you must submit a printed card. Electronic submissions are not accepted.

Here's some advice coming from someone who's prints were rejected twice before succeeding!

Yes they MUST be rolled where it asks to be rolled. The lower ones I believe are the only ones just pressed. The person taking your prints should have known this, I would not go back there.

Do not just print the fingerprint form out and use it. Use it for instructional purposes for the person taking your prints, but not the prints themselves. Hard stock is better. Allison is right. My two prints were rejected on printed out paper, even stockier paper. I had actual cardstock that the crime lab I went to uses and got accepted.

Another helpful hint is to send the FBI 3 prints in the same envelope so they can run the three and your chances of success are higher. You may also want them to print or write a letter saying these are the best attainable prints.

It may seem like a lot of work, but if it weren't for the 2 rejections, I would be a landed PR by now instead of just mailing my application. Good luck!
