Hi, folks:
I just joined this forum and found it is very useful.
Could you please help me here.

My parents have PR cards which will be expired in May, 2013. In the past five year, they went back to their home country for most of the time, only stayed in Canada for few months. But now they want to come back to Canada and stay here permanently (forever).

My questions are:
1. If they land here before May, 2013, will Canadian custom allow they to enter Canada? I assume YES, but want to confirm.
2. Since their PR cards will be expired soon, will their stay become illegal? Basically can they stay here with PR cards expired?
3. Will they be eligible for the OHIP after three months?
3. Can they get the PR cards renewal after they stay here for another 733 days after their landing? Which means they will stay in Canada for almost 2 years with PR cards expired.

Now I really want them staying here with me and maintain the PR status.

1) Unless someone here in this forum is the border officer your parents encountered, I don't think anyone could confirm that;
2) If the border officer let them in, they can live in Canada with their PR card expired
3) You have to check with OHIP
4) It's too early to tell because government policies are subject to change

For the item 1, just want to know the probabilities here--how much chances they are let in.
 
Chances are generally better in a land border from the US.
