Feel wrongfully refused

I was refused a Canadian visa on the grounds of i subsection 216 (1) of IRPR
my financial status was to he time of 90,000 Canadian dollars if converted from my home currency to CAD I was still refused.

Can i appeal for a review on the rejection of my study permit

There is no appeal. You can hire a lawyer to apply for judicial review your application to see if the decision was valid in law (they won’t look at the reasons for refusal, only if the decision was made following correct procedures) and only if the court accepts the case. Expect 12-18 months before you get an answer.
Cheaper and faster to apply for GCMS notes, address the actual reasons the application was refused and reapply.

What form was this money in? How was it obtained? If you just dump 90K in your account on Monday and go apply for Visa on Tuesday that's a problem. Get the notes as suggested.
