You are trying to cheat the system. This is one of the many reasons it is hard for people to get PR. I assume this rule by the CIC is intended for people who have to move out of the country for situations outside their control, but still want to be with their spouse. So you would be fraudulently applying for PR since you need to show proof you plan to reside in Canada.

+1 Nothing upsets me more than people who want to cheat the system. PR means
