Federal Investor Class- child medically inadmissible

Would a principal applicant in the Federal Investor Class be approved
if he has a dependent child who is medically inadmissible for having a
medical condition that will cause an excessive demand on our social
services?

What if a child with the same condition as per the above is being
sponsored by his stepfather, who is Canadian citizen, and is
sponsoring his spouse (the child's mother) who included her child from
the previous relationship as her accompanying family member?

1. No, unless the principal can prove (and it is hard) that suitable arrangements have been made in Canada so that there is no or little cost to the taxpayers.
2. Yes it could be approved.
