WHY HAVE THEY WRITTEN ABOUT THE DOCUMENTS??? OR IT IT THE GENERAL FORMAT??

The letter just states my spouses name and i am her dependent so do i need schedule A Or only she needs to upload???

As per the instructions the Sch A is only required for your spouse, who is named in the letter. Usually Sch A is asked if there are any gaps in your history or a clarification is required.

To be on the safer side, submit a Sch for both, you and the PA.

I see many others receiving their AOR’s but I haven’t heard back from them. Is there any steps to take find out or am I at the mercy of whoever decides to work on my application whenever they feel like it.

For paper based applications there are massive delays. Give that you submitted your application on December 17, 2020, just give it some more time.
