I am working with the same employer in India. The LOE i submitted with my application has Indian address and is given by the HR in India.

Above is critical point , No way you can send Reference Letter on Indian Address and by Indian HR , To count experience the proof should be given from a canadian operations of the company .

Our application is still showing as Application received (with medicals showing as received) even though we received and paid RPRF request email last week. Anyone else have the same status in ecas?

Yeah... we are in the same boat. But I wouldn't look at the ecas status. It's not reliable

I have the exact same time line as you have @Varangian. ECAS shows Application received. The only thing makes me worried March applicants status are changing frequently and there no such change for Feb applicants.

The CIC website shows the processing times as 16 calendar days for a new PR card. Here "New Immigrants" means, everyone who landed (or) just the FSW or someone else? Since CEC class applicants generally are residents of Canada. Forgive me if this sounds a stupid question. But 16 days for PR card, really? I can not believe this and I am going to finish 16 calendar days tomorrow :)

Is this about the processing time for the Passports within Canada? or after you receive the Passport waiting time for the PR card?

It's the processing time of the PR cards (the time since landing until the issuing of the the PR card). Comparing couple of months ago it's really huge improvement (it used to be over 60 days).

It might be because a different officer is working with March guys. It all really depends on an officer (these are my thoughts). You should pay more attention to GMSC notes

Everyone is just waiting, waiting, waiting....
