I was in the same boat as you. It is approved...go ahead with the process.

Same here. I received the FBI clearance in about 6-8 weeks.

L1 will know what you need, and give you all information. You will need to fill this form: https://forms.fbi.gov/departmental-order-website-questionnaire/q384893984839334.pdf. And a credit card payment form, or attach a US$ money order. Then mail everything to the address on the form. You will get paper format clearance.

L1 is not a channeler. You will be submitting request on your own. I sent my request mid-November 2012 and received it late December. I submitted my PR application without it, I'm waiting for news from the VO to see if I can send it to them.

Get a fingerprinting technician who knows how to do it. That is very important. FBI is very picky and your application will get rejected if they do not like it. I used L1 identity solutions. They have official (I mean, original) fingerprinting form (FD-258). Not recommended to do it on a regular paper. L1 offers free retake if your application is rejected. Good luck.

Can I submit my PR application to cic at sydney without Police certificate?

As I am approved by Sinp in Oct 2012 and waiting for PCC if I can that would be great. But Do I have to include a letter stating that I already started PCC procedure?
