I have a valid work permit in Canada and am applying for a PR (CRS 441). I am currently in other country though. Will it be wise to return to Canada just to put the resident place in the PR application there.

I want to do that because I heard that the processing time for inland applicants is much smaller. Is that true?

It doesn't matter because as per CIC the standard time is 6 months for EE processing. I read a guy from France got PPR in 16 Days and he was outland too. As long as your case is straight and clear to VO you don't need to be worried.

I don't think being in Canada makes a difference. What I can say from experience is it really depends on the stream - I was applying for CEC sometimes last year (inside Canada), and processing took way longer than FSW stream from outside.
