I have sponsored my husband who lives in Peru in October 2017. I have just received a pre-arrival for resources on work and living. I have not yet received my interview... does anyone know how much longer before he gets his PR or what’s the next step?

How much time varies per VO.......you have received a pre-arrival......that's good news.......when 2nd background check is completed.....i think you may receive request for passport.........if your application timeline is within 12 months......relax......its a wait game.
