Family Reunification Letter (after travel ban lifted for temporary Residence Permit Holders)

Hi,
My family was stucked in UK after travel ban lifted they been denied boarding because my 2 year child was on Visitor Visa. My wife has open work permit. They asked them to bring Family Reunification Letter for my child. How to obtain that ?
