after that no update
I was wondering why my file transfers to Delhi Office and any idea when can I will get PPR request.?

This is a part of a process where a file transfer from CPC to VO, so your CPC is Mississauga and your VO now is ND, PPR is something you can expect in the last stages of your application, based on the info you shared your eligibility is still in progress so the next step for you would be an interview or a request for more documents or a completion of eligibility

Should I order GCMS notes?

You can apply for GCMS notes at any time but I would not worry as long as the application is with in standard processing time, if your each stage starting to take more then 4 months, like your eligibility started in Jan so if it stays in progress for 4 months or so then order notes to see where it's stuck
