I have applied for Masters in York for Fall 2021- please can you confirm when you received the offer of admission, as they have informed me I will get by 30 June which will be too late to apply for study permit considering the current situation.

Normally by the end of April they start sending out decisions. And yes, I would suggest you to complete the rest of the application in the meantime i.e IELTS, Financial proof, your SOP, transcripts of your last attended institution, etc.
