hi guys. im just confused about the first and second canadian official languages. in the cic's self assessment tool, if you dont know how to speak, write, listen and read french, do you award yourself no proficiency(no points) in the second official canadian official languange? http://www.cic.gc.ca/english/immigrate/skilled/assess/index.asp thanks.

Yes you will select no proficiency if you dont know french.

btw. does cio assess the selection factors points or just the eligibility of the applicant? i applied before june 26, 2010.
