Express Entry

Hello, I am planning to apply for Canadian PR with family, I have a doubt about the Express Entry system.
PR will be applicable to all Providence or restricted to a specific province itself. Additionally is there any other procedure to apply for a province specific PR.

Please let me know the time frame to get the PR for both the cases.
