I have been trying to make my Express Entry profile for PR to Canada. My mother had applied for PR in 2004 and her application was affected by the Jobs, Growth and Long-Term Prosperity Act. She has applied for a refund of the processing fee for herself and her dependants (my father, sister and myself). However, as I was her dependent at that time, I was not sure what I could write for the question for the Express Entry profile which asks ' Have you applied to CIC before'. Should I mark that a 'Yes' or 'No' ?
