Express Entry profile while waiting for PGWP

Hi, I have applied for my Post Graduation Work permit in September and i have not received any decision yet, Currently i am working for an Alberta employer remotely and I beleive I have good CRS points based on my history. My question is "Can i apply for PNP and create Express entry profile while waiting for PGWP decision? what if i get PNP before my work permit decision comes?

I am currently working under my applied status of PGWP and wanted to take advantage of Alberta's PNP program ?
