Hi,
I created my express entry profile first time and I was found ineligible.
I have valid ielts cbl 7
Outside Canada experience-2yrs
PhD from Canada
Valid job offer (full time and 1yr)
Married with one child
Open work permit
Live in Canada


Still my profile was rejected.
Can anyone provide suggestions what went wrong and how can I improve my chance of getting into express entry pool.

Check if you get 67 points out if 100 for FSW

As suggested above, if you are a borderline case with 65/66 instead of 67 (as cutoff), you may need spouse ECA and/or IELTS to gather all of 67+/100 points for your EE profile to be eligible.

Not if you are under the CEC program and have a valid job offer (as you mentioned)

No. He is already a citizen with a Canadian passport, so doesn't need to be in the PR application.
