Express entry profile approval

I have requested my GCMS notes and it clearly states that my profile has been approved and all criteria passed, however in my express entry profile background, Eligibility and final decision is still in progress. Can someone confirm if these criteria ie background, Eligibility and final decision have to be passed in your profile before you reviev

That’s normal. Until you receive COPR, eligibility and background checks in your online profile will remain in progress.
