Express entry level of education

I was searching out about CRS points and i found on official website that

“Two or more certificates, diplomas, or degrees. One must be for a program of three or more years = 119 points

If someone has done 3 years of bachelor degree and a certificate course of 1 year then would it be count as 119 points.

Does that certificate course must be in same field of bachelor degree?

will someone can elaborate about it that what does it exactly mean?

No the certificate doesn’t have to be in the same field but it must be assessed with your degree. So it must be at a recognized college or university.
