Trying to help my friend.

He completed his final exam on April 19th, 2018, however, he will not receive his completion letter until May. For Express entry purposes Can he update the Education Section to say he completed school in April. Based on his grades before he sat the exams he already met the minimum requirements for the degree. Please help. His time is running out and he did not want to wait too long and waste money doing PGWP, he would just apply for BOWP

Can you clarify the bolded part? Under what basis is he eligible for a BOWP?

Basically he is in Canada right now doing his education and he study permit expires in the middle of May. If he gets his ITA now he can get all information to put in his application to get am EAOR. He would just apply at the same time for BOWP. If that makes sense. Please advised if I am wrong. Thank you

It doesn't make sense as you cannot go from having a study permit to having a BOWP. Him applying for PR doesn't change this fact.

He needs to apply for a PGWP and he can start working full-time once he applies for such work permit.

So he should apply for PGWP and PR at the same time . I think this is dual Intent
