Once you have passed review of eligibility you can apply for BOWP.

Yes - I have a Russian passport, but reside in Kazakhstan. The visa office for economic class immigration for CIS countries nationals is usually Warsaw, Poland.

Congatulations MAshamasha.....

I see you are awaiting RPRF payment as well. Have you got your UCI or other clues so as to figure out if your file has reached NDVO?

Does everyone who has been denied Canada Visa recieve a Scheducle A request or it is only for principal applicant? IS it after RPRF or not related to it?

I am asking this because I am the secondary applicant in my application and have been denied a Canada study permit once in 2015. I have mentioned it in my application as well as attached the rejection letter along with the LOE.We haven't recieved schedule A request as yet. Is it something to worry regarding eligibility. We haven't paid RPRF as well.

Schedule A request is not mandatory. If you have explained in your LOE and attached the rejection letter that should suffice. So do not worry if you haven't got the request.
