Having Valid PR card is exactly what many universities in Ontario are asking me to provide to extend domestic student tuition fees ? what should I do ?

You need to apply for PRTD based on H&C and wait. You'll have to defer admission. If you get PRTD then once you arrive in Canada you'll have to apply for PR card.

Fine, if I apply for the renewal of the PR card, how long will it take to be issued once I reach Canada?

The PRTD is the longer part. Likely over 6 months. PR card 6-8 weeks probably.
