Recenly i got canadian university admission now i want to submit my study permit.But the problem is i didn't do IELTS.Can i submit my visa case with out IELTS?

Because IELTS is the requirement of University. if University has accepted you without IELTS. so you can submit VISA FILE without IELTS.

IELTS or TOEFL is not requirement of visa but university. If your visa is refused, it will not be refused b/c you did not provide IELTS score.
