An unknown instruction (BO 429) allows Francophones outside Quebec workers to obtain a temporary work permit, without their employer has to receive a positive opinion on the labor market (AMT). The only condition for the French migrant is to have a job for technical work, specializing in management or professional level. The federal government hopes to increase the number of Francophone immigrants outside Quebec.

This is a very good example of sensationalist and inaccurate reporting.

1) It's not "An unknown instruction" as shown above
2) It came into operation on June 1, 2012, so the reference to January is also probably misreporting.
