I think you may be talking about a departure order rather than an exclusion order.

Exclusion orders are typically issued right at the border and people are refused entry into the country and sent back home on the first flight. For exclusion orders, either the person pays for the ticket (by virtue of the return portion of their round trip ticket being used to send them back home) or the airline pays. This is why many airlines won't let visitors board their planes without a return ticket.

For departure orders issues against people already in Canada - the person would pay for their own ticket home if they decide to leave on their own. If they don't leave within 30 days, the departure order becomes a deportation order. At this point the person can still pay for their own ticket home. If they don't, CBSA will eventually pay for their ticket and send them home. If CBSA pays for a person's ticket back home, they will need an ARC if they ever want to return to Canada and will have to re-pay Canada for the cost of their flight for the ARC to be approved.

They gave me an Exclusion order even tho I'm in Canada and out of status...that's what it says on the document....and I can't come back within one year yadda yadda...

Was just wondering if I can buy my own ticket...in case it comes to it....which I Hope it never does come to that! Just wanna be ready for anything...
