My wife's application was submitted when her dependant was 18 so he had to be included in her application.
He will be turning 19 in 3 weeks and has stated he has no intention of coming to Canada. Being 19 and of legal age, can we now exclude him from the current application? I understand his age is "locked in" at 18 on the current application but would CIC allow this?

The CIC call centre told me to write a letter explaining the situation but could give me no other advice.
 
I would give it one final try to convince him to stick with the application and get PR. All he has to do is land in Canada - and then he can leave immediately. He can then spend close to three years outside of Canada without losing his PR status and at that point then make the decision about whether he wants to live in Canada or not. Best to leave as many doors open as possible. We were all young and dumb once - and I'm sure he'll be grateful later.

There is no point in trying to have him excluded. You can just change him to non-accompanying.
