Evaluation of property: Which one is the appropriate document?

I am confused about property evaluation document. Applicant owns a land. Will the registration document for the land (mentioning the price) is good enough for VO? Or do we need to evaluate the property by some gov/non gov evaluator? Which one is more appropriate way? Plz help.
