No - she is not at this time.
If you sponsor her for PR using the inland (within Canada) sponsorship process, then she will qualify for an open work permit approximately 10 months after the application is received.
Otherwise she would need to find an employer in Canada who is willing to offer her a job and can obtain an approved LMO if she wants to apply for a work permit.
