EU Canada Trade Agreement

Could someone give me some advice on ECTA
I believe as per agreement an European can start a business in Canada! It does not state or much clear how to start a process ie which Visa to obtain or who can go with you ie partner and kids. For this does some one has to apply for startup visa or working visa?

Owning a business is not the same as having right for residency. Same like you can buy a house in Canada, but that does not give you right to apply for PR.
If you have enough resources, better check Quebec enterpreneur program for example.
