A Citizen from Portugal with a Valid ETA granted 6 month stay in canada is considered to have what type on status in canada?

Will that person be able to get a driver License.

If that person is visiting family for 6 month, and during that time get a job offer can he use that offer to get an open work permit or any type of work permit?

It's effectively a visitor visa. No - you don't qualify for an open work permit.

If you secure a job offer, your employer will need to obtain an approved LMIA so that you can then apply for a closed work permit tied to that specific employer. Note that the LMIA process typically takes 4-6 months to complete, requires the employer to spend quite a bit of money, and also requires the employer to advertise your job to prove no Canadian could be found for the role. It's generally quite difficult to find employers willing to go through the process.
