For the error 403 issue, reload the page and click on confirm form resubmission on the pop up dialog box. It works. You may have to keep doing it continuously. It sucks but this is the only solution

It's a known bug everyone. Either clear everything in your browser and try or keep trying.

It works intermittently, however I cant even download the biometric submission letter sent by CIC; as everytime i click on it gives 403 error.
They cannot maintain the session cookie properly on this site.

I face the same issue. I am applying from Kuala Lumpur. Each time error 403. I cannot view any reply from Canadian visa.
