EOI for PNP

Same time how many provinces we can submit EOI under Canada PNP? I already submitted my first EOI to PEI, now almost 80 days.Today I saw Saskatchewan province is having my NOC 3215. I need to submit my EOI. But my agency is telling, it not possible to submit EOI same time two provinces.. waiting for your valuable reply
