If they made it into Canada (regardless of how they did it) without being reported and remained in Canada for 1095 days since then, and have proof, they should be able to apply for citizenship. Not a fairy tale, just how it works. Gf

Keep in mind, even though the rules say so, a person who violates RO obligation is more likely to get under scrutiny when applying for PR renewal/citizenship.

That's what I thought. Immigration can revoke his status, when hi will apply. no matter his here more than 3 years.

No, they can't. IRCC can only look back 5 years when evaluating compliance with the PR Residency Obligation. As long as a person meets the RO in that time, it doesn't matter if they didn't before.
