I had gone to canada in 2006 and came back to India after 10 days..now I want to go back and settle there but my PR card
Is expired in Dec 2011 .I also have my sin card and valid reason of expired
Parents during this period...Please suggest

You cannot use your expired PR card to return to Canada (no airline will let you board a plane). You will need to apply for a Travel Document. Since you have not met the residency obligation, you will have to prove that you had humanitarian and compassionate reasons for not being able to return to Canada to fulfill your residency obligation. You should include as much proof as possible when you apply for the Travel Document to show why you were unable to leave India.
 
Been outside Canada for over 7 years... Even with "expired parents", I suspect that an H&C exemption is going to be refused unless the OP can prove extended terminal illness where the OP was the only possible caregiver. If CIC think that the absence was "economic", the PRTD application is doomed.

I completely agree. I think this race is lost before it has even started.

But the OP has nothing to lose by trying...
