Entry to border as an extended family member from Bangladesh

Hi,
This is kazi. My TRV is valid upto 09/05/21. Back I visited my elder brother. Now I want to visit him again.
Already submitted declaration form along with related required documents for approval to travel.
1. If I get the approval what as are the chances to cross the border in this pandemics.
2. Is there any other barrier? I heard that border officers aren't parmeting.
Please clarify from the experts so that my money and time will save.

If you receive special authorization to travel for essential reasons, then you show this when you board the flight (brother’s PR or citizenship documents), your negative covid test and your booked mandatory 3 night hotel quarantine. You also have a 11 day quarantine plan to present when you enter Canada and you Covid test again prior to going to the hotel.
